About
FOD is a non-governmental organization dedicated to addressing the pressing issue of disappearances and advocating for the rights and well-being of disappeared individuals and their families.
WHO WE ARE
At FOD, we firmly believe in the inherent dignity and rights of every individual, and we are committed to seeking justice, truth, and accountability for those who have disappeared. Our organization was founded with the vision of creating a world where the rights of disappeared persons are protected, and their families receive the support and assistance they need in their time of uncertainty and distress.
As an organization, we work tirelessly to raise awareness about the issue of disappearances and to shed light on the often overlooked plight of affected families. Through advocacy, research, and collaboration, we aim to bring attention to this grave human rights concern and work towards preventing future disappearances.
OUR VISION
Our vision is of a Sri Lanka
- which will, through public activism and nationwide pressure, be transformed as a nation of people who enjoy all their rights equally, with special emphasis on the freedom from forced disappearance and related violence, and
- where this freedom will be based on the truth being exposed, and justice, including compensation, being achieved for all disappearances and related crimes which have taken place in the past, and
- that is founded, through this process of ensuring justice for the families of the disappeared, on the principle that the people’s rights are respected, protected and fulfilled, and hence, on the certainty that these crimes will never happen again.

Our Values
Our BELIEF is that
- All disappearances and related crimes are equally wrong, equally shameful and need to be fought against equally, irrespective of the ethnicity, language, culture, religion, region or ideology of the victim/survivor, or the affiliation and motivation of the perpetrator.
- Justice should never be compromised for political expediency, and especially never against the marginalized and vulnerable families and communities of the disappeared.
- The right to know what happened to their loved ones is fundamental for justice to be done, for closure with dignity and for prevention of recurrence, and we will never sacrifice this right for financial or other short-term gain.
- While engaging with these families to uncover the truth, seek justice and compensation, we approach our work with respect, empathy, understanding, and sensitivity towards the experiences of the families and communities of the disappeared, recognising that these cannot be separated from gender-based, cultural and economic considerations.
- Social Justice and Equality: Our work is founded and anchored on the belief that all meaningful and lasting justice can only be achieved if it is not selective nor hierarchical. Moreover, justice must cover all areas of human experience, including its social, political, economic, ethnic and gender aspects.
- Inviolability of Human Rights: We are committed to respecting, upholding and promoting the fundamental human rights of all, while we focus our work on those who have been disappeared and on their families and communities.
- Rights-Based Approach: We subscribe to and follow the human rights-based approach, which encompasses the values of non-discrimination, empowerment, participation, accountability and linkages to international human rights covenants and principles.
- Centrality of Advocacy, Awareness and Partnerships: We advocate to raise awareness and garner inclusive public support for policies, laws, and practices that protect the rights and address the needs of all, though our main focus are disappeared persons, their families and communities. In order to best achieve our goals, we foster partnerships and collaborations with like-minded organizations, communities, and individuals to maximize our impact and create lasting change.
In consonance with these beliefs, our core institutional values include
