The relevant steps to prepare a proposal containing demands for the fulfilment of the obligations imposed on persons subjected to enforced disappearances, abductions, and torture in the South during the period 1987–90 were discussed and submitted to the Office of the High Commissioner for Human Rights in Geneva at this meeting on the 26th in Kandy. Several significant choices were made about how to cooperate with the government to develop the local mechanism.
